There is...the policy manual.
I'm sure that's not exactly what you meant, but it really is a great source
for information that defines the differences.
Basically, any person who has registered as a distributor and not failed to
renew at renewal time, can order products at wholesale at any time. If
they haven't ordered a minimum of 60QV in a 90 day period, they become a
"Preferred Customer". They are still registered and can still order at
Wholesale.
Ordering a minumum of 60QV within a 90 day period maintains the rank of
"Distributor" and the "Distributor" earns unilevel commissions on three
levels. They do NOT earn Fast Start Bonuses (FSBs) or Personal Rebates and
miss out on other stuff as well.
Being on CAS and having a Personal Volume of 120 QPV makes a person
eligible for Fast Start Bonuses, Personal Rebates, Free Automatic Renewal,
the TNI.com website, rank advancement, etc, etc. In the USA,
CAS-qualification also means a lower price per case. I think it is US$120,
compared to US$128 if they're not on CAS.

That's great, but depending on their intentions, you may want to consider
the following...
If they are NOT going onto CAS, you won't get FSBs. You get a 1% Unilevel
Commission.
If they are going on CAS, great.
If not, have them order at wholesale through your ID, or order for them.
This will either cover your CAS-qualification for the month, or if you
order as well, you'll get a 20% Personal Rebate.
If they are NOT going to build a business, but will be ordering a case most
months, you'd still be best having them order through you instead of
becoming distributors. You will continue to earn 20% Personal Rebates.
However, if they register as a distributors, after 60 days, you only
receive 1% Unilevel Commissions on their purchases. (their first
120QV...beyond that, you get a 5% FSB/Personal Rebate).
These are just things for you to consider. You have a fair idea of where
this person is a and what they're going to do. If you can help this person
build a business, go for it. Like most people, I'm sure they'd like to at
least have their monthly order/s covered. Then, as they continue to tell
people and their business grows, they may decide they like where it's
headed.
